After two futile attempts to get the head of state police chief post, Bidari approaches the High Court seeking quashing the recent Central Administrative Tribunal that went against him


Inducted into the Indian Police Service (IPS) 30 years ago, Police Commissioner Shankar Bidari is now Assistant Director General of Police (ADGP) heading the city police force.


Shankar Bidari has contended that he has 30 years of service and an unblemished record and is fully eligible and qualified on the basis of length of service and range of experience

But ever since Ajai Kumar Singh retired as Director General and Inspector General of Police (DG&IGP), it has become increasingly clear that Bidari is keen to secure the post.

After two futile attempts, he has now petitioned the High Court challenging the April 21 order of the Central Administrative Tribunal (CAT), which went against him. Bidari's petition will come up for hearing today.

Twice unlucky

He first went to CAT and then to Union Public Service Commission (UPSC) demanding a berth for IPS officers who served 30 years of service irrespective of rank for the list of officers for the DG&IGP post.

Following this, the state government decided to appoint a temporary DGP and asked S T Ramesh to assume the chair till the matter is settled amicably.

Following that, Bidari had a setback last week, when the CAT directed the government to send names of four DGP-rank officers to the UPSC for consideration to the post of the state police chief by May 1. The UPSC has to shortlist three names for the post and forward it to the state government by May 25.

The senior-most IPS officer D V Guruprasad went before the CAT seeking consideration that any person, not in the scale of DGP, was illegal.

Bidari approached CAT after UPSC wrote letters to the state government to consider all senior IPS officers who had completed 30 years of service. UPSC wrote letters to the government considering the letter from Bidari.

Now, the CAT finalised the hearing and asked the state government to consider only DGP rank officers for the post of DG&IGP and set time to send DGP's names to UPSC before May 20 along with their service records.

CAT has also asked the UPSC to finalise the names and inform the state before May 25. The government has been asked to select its new DG&IGP from the UPSC list before June 1.

Thus, the government is to send the names of DGP rank officers including Guruprasad, Ramesh, Neelam Achuta Rao, M K Srivatsava to the UPSC empanelment.

The Rules
As per the UPSC directions, the state government was asked to send the names of more than 10 IPS officers in the rank of DGP and ADGP, from which three names will be short listed and forwarded to the government for the final selection of the next DG&IGP. There is no provision for those who have served 30 years of service.

CAT had asked the UPSC to finalise the names and inform the state before May 25. Besides, the government has been asked to select its new DG&IGP from the UPSC list before June 1

>> He worked at a hotel in Mumbai before becoming a telephone operator in the telecom department.
>> During his stint with the telecom department, he took civil services exam and got into IPS.
>> His wife Umadevi, who is a doctor by profession, is the only non-IAS and non-IPS person in the family.
>> The other five members of his family, including his daughter, son and their spouses are IAS and IPS officers posted in senior positions in Mumbai and Rajasthan.
