The Bombay HC bench of justice Amjad Sayed, along with Oka observed that in January this year, the police department was asked to give the total count of the decibel meters it would require. Since then, the state government was asked to start the process of buying the decibel meters, so that the task gets finished before the crucial festivals like Ganpati, Navratri and Diwali.

Abhinandan Vagyani, the counsel for the state argued that the company that won the tender was not supplying the decibel meters. The bench, by now upset, did not buy this. It asked Vagyani if they had taken any action against the company and that if the government had failed to procure the meters before Ganpati and Navratri, they should at least step up before Diwali.
Vagyani finally told the bench that only 600 meters can be bought within October 15, the date that was earlier promised by the state and the full count will be achieved only by November 10. The court also revoked the contempt notice it had earlier stayed against additional chief secretary (home) K P Bakshi and asked him to appear on October 17 for violating court orders.
