Atharva Bhandare opened the scoring for last year's finalists, St Stanislaus, in the first half before Arhaan netted the equaliser to take the match into the tie-breaker.
In the tie-breaker, Kahaan Menda, Aadiv Das, Adam Araujo and Arhaan Bhat scored for Scottish, while only Keon Barnes, Calvin D'Souza and Vivaan Sanghvi managed to score for Stanislaus.
"This is our first U-10 Div I title in 16 years. We've been in the final on numerous occasions only to falter at the last step," said Scottish coach Daryl Samuel.
