Prodded by the Congress leadership's 'perform or perish' mantra, Chief Minister Prithiviraj Chavan, handpicked by the party high command after his predecessor Ashok Chavan's name got embroiled in the Adarsh housing scam, has been extra careful with clearing files and making policy decisions.
Chavan had recently come under a veiled attack from Narayan Rane, whose vernacular daily accused him of being snail-paced
Such is his penchant for perfection that the chief minister himself pores over each and every file and also expects officials to write a proper explanatory note on the files presented before him.
"He expects us to properly scrutinise all the files and also prepare a sheet, explaining what the file is about.

The chief minister expects us to have a proper understanding of the issue, which would help him to take a proper decision.
Moreover, he scrutinises each and every file carefully. He takes a decision only after understanding all aspects of the issues pending before him," said a senior official.
He went on, "You should understand the circumstances in which he took over as the CM. He was handpicked by Sonia Gandhi to lead the government after the scam made an irreparable dent to the image of the party in the state. Though Chavan has a clean image, he has to be extra careful while making policy decisions."
Of late, the chief minister had come a under a veiled attack from Industry Minister Narayan Rane for not taking quick decisions and sitting on important files, delaying public welfare works. Prahar, a vernacular daily owned by Rane, had recently carried a story lambasting Chavan for his snail's pace in clearing files.
However, his party men and state government officials find no fault with Chavan "go-slow" policy.
"Chavan believes in transparency and accountability. This is what the Congress High Command too expects from him."
