Future FIFA vice-president Jim Boyce admitted England should have been told their bid to host the World Cup in 2018 was likely to end in failure.
Northern Irishman Boyce, who replaces Geoff Thompson on the FIFA executive committee in 2011, agreed with the accusation the English bid team were given false hope before losing out to Russia to stage the event in eight years' time. Boyce said: "It did appear that England had the best bid."
