On October 6, Shiv Sena violated the law, much like last year, with senior leaders crossing the permitted decibel level while delivering their Dusshera speeches at Shivaji Park. Activists in the city are now demanding that authorities take these instances into consideration before giving the saffron party permission to hold another rally.

Senior leader Ramdas Kadam had recorded 88 decibels while delivering his speech during the rally, and Sena supremo Bal Thackeray, despite being the softest, recorded 77 decibels, way above the permissible limit of 50 decibels.
During his October 6 speech, Thackeray had announced that his party, along with its allies, the RPI and the BJP, will soon hold a massive election rally at Shivaji Park. However, the party that has broken the law twice before may not acquire easy access to the park. Sumaira Abdulali, founder of Awaaz Foundation said, "The Sena has already crossed the permissible decibels twice, and this should be taken into consideration by authorities. Before we do anything, I think the residents themselves will oppose events that flout silent zone norms."
State Environment Minister Sanjay Deotale said "Permission for the Dusshera rally was granted by the court and we still have to look into the readings." He however, didn't answer a question on whether his ministry would try to stop the rally or appeal in court against granting permission to organisations that have flouted silent zone rules.
Talk about breaking the law, and the police case that was filed against its leaders after the Dusshera rally hasn't deterred party members. Anil Parab, senior Sena leader who had applied for permission in court for holding the Dusshera Rally said, "We will apply for permission again, and we will hold the rally. Let the court decide on the matter."
