A head constable of the Railway Protection Force (RPF) has been chargesheeted for his apparent failure in reporting about a man, who abused a 22-year-old college student and publicly masturbated in her presence inside a local train compartment. The accused even threatened to rape her.

According to The Times of India, constable Sayed Izhaar, who is attached to the Mumbai Central control room, failed to act in time or report the matter to a senior official, when the incident occurred on May 24.
Officials who conducting an investigation in Izhaar's lapse in judgment, who obtain an explanation from him before deciding whether to penalise him or not.

The Government Railway Police (GRP) are yet to file an FIR in the matter as they are still in the process of verifying the complaint. The woman had taken a photograph of the accused and posted it on social media, along with a detailed description of the event. The GRP and RPF have circulated his image to all railway agencies.

Meanwhile, the girl, who is a post graduate student of Sociology in Bengaluru, claims she was unaware that a formal complaint was needed to be filed in the matter. She further stated that she's currently in Bengaluru and would only be possible to registered a complaint online if necessary. She mailed GRP all the necessary details, after they contacted her over the phone.
The culprit was hurling abuses at the woman and another co-passenger and even proceeded to masturbate in her presence on the train heading from Borivali to Dadar. He even threatened her with rape. When she called the RPF helpline to report the matter, the operator on the other end allegedly laughed at her and hung up the phone.
Railway officials however maintain that they have investigated this and that "no RPF staffer laughed at the complainant". Western Railway authorities have confirmed they will deploy women RPF staffers at the control room, following this incident.
