In a confidential letter dated September 8, Mumbai mayor Snehal Ambekar has written to municipal commissioner Ajoy Mehta over malpractices in transportation of surplus earth for the works carried out by Roads department.
The letter has sparked debate about why it was kept confidential and whether it has highlighted the rift between the legislature and executive bodies of the Brihanmumbai Municipal Corporation (BMC).

The letter, written on the Mayor's official letter head, says, "The quantity of earth which is being transported to private dumping plots by the Roads department is about 10 times higher than the quantity of the desilting work. These contractors are paid a huge amount for transportation and also additional kms are paid upto dumping plots. This has resulted in huge financial losses to the corporation. These contractors only transport about 20% earth and 80% money goes into the pockets of contractors and corrupt officers."
It further asks for stern action against the errant contractors and corrupt officers.
Sources from Mehta's office confirmed receiving the letter. Neither Mehta nor Mayor were available for comment.
