The moment came when the setting up of One Stop Centres — an endeavour to offer medical, legal and psychological aid to women affected by violence — was being discussed. While the supplementary question was posed by MP from Kerala, PK Sreemathi Teacher (CPI-M), Minister Maneka Gandhi replied on it while Speaker Sumitra Mahajan was in the chair.
As Teacher was repeatedly addressing Mahajan "Speaker Madam", Naidu intervened in the discussion and said, "It is from Madam through Madam to Madam" — a comment that led the whole House burst into laugher.
The Speaker immediately responded by saying, "The question is also about women".
