Newly appointed Lokayukta Justice Shivraj Patil finally un-holstered his guns and conducted an impromptu raid on six sub-registrar offices in and around the city and seized important documents in the process.
During the raid, several financial irregularities were exposed in Anekal, Devanahalli, Nelamangala, Jigani, Hoskote and Doddaballapur.

Patil recommended that the state government make all details of property registration available online to curb the growing corruption in the sub-registrar offices. He also suggested installing CCTV cameras in each of these offices to keep a check on corrupt practices.

"In some offices we found excess amounts of money against the actual registration amount and in other offices we found relatively less than the actual fee," the Lokayukta said. He informed that his department had been tipped-off about rampant corruption in these offices with the help of touts.

"We are also recommending that the authorities concerned ensure that only the persons with actual reason to be there should be allowed to move around the campus," he added.

No deterrent?
Taking a strong exception to the government attitude on encouraging the corrupt officials, Patil said that the Lokayukta is going to recommend that the government does not revoke the suspension orders of the officials, who have been booked on corruption charges.

"The government should first get the consent of the Lokayukta before taking such steps," he said. The Lokayukta stressed on the instances where corrupt officials' suspensions were not only revoked, but they are reinstated in the same posts.

Explaining the positives of the body's functioning, Patil said that the institution has made remarkable progress in terms of conviction rates from 6 per cent to 45 per cent in 2011, which is a deterrent to the corrupt practices among the officials.

Doddaballapur Sub-Registrar office:
Shortage of Rs 11,705 against the actual collected fee


Jigani Sub-Registrar office:
Shortage of Rs 76,925


Nelamangala Sub-Registrar office:
Excess of Rs 40,470 found with a tout within the office

Devanahalli Sub-Registrar office:
Shortage of Rs 1,600, and Rs 59,050 in cash recovered from tout within the office

Anekal Sub-Registrar office:
Shortage of Rs 20,245 and the officials did not give a satisfactory answer about the missing amount
