As many owners of roadside stalls have given their outlet on rent, it is difficult to identify actual owners of the stall. “We have compiled data of hawkers having licences. For others we will consider one who’s present at the stall as the owner of that outlet,” Tambe told.

Asked what are the plans to cover those hawkers, who open their temporary handcarts in the late evening slot, Tambe said that ward offices have to decide the schedule of the survey and have the responsibility to register all the hawkers in their jurisdiction.
