The Economic Offences Wing (EOW) of the Crime Branch, investigating the leakage of third year MBBS papers at Grant Medical College (GMC) last year, is still awaiting government permission to file a chargesheet against those arrested.
On October 18, 2000, a third year MBBS student of GMC, Romesh Dhake was found carrying a xerox copy of the Gynaecology and Obstetrics question papers, 30 minutes before the examination and was handed over to the Sir J J Marg police station. The case was later handed over to the EOW.
College peon Laxman Makwana was then arrested. His confession led to the arrest of Dr R G Bhusale, former deputy dean and the then chief controller of examinations of GMC and head of forensic medicine on November 3, Dr Jagdish Bhawani, professor of urology and hostel warden and Dr Joy Ohari.
The state Government suspended the doctors from service. Dr Bhusale was transferred to D J Medical College, Poona as professor, head of forensic medicine on November 3. He was notified on November 28 to vacate the hospital quarters within 24 hours.
He challenged this order before the Maharashtra Administ-rative Tribunal (MAT), which ordered on December 28 that Dr Bhusale be allowed to stay in the quarters for another six months.
On Saturday, the tribunal will hear another petition filed by Dr Bhusale requesting the revocation of his transfer. He alleged that no departmental inquiry had been conducted and he hadn't been paid his suspension allowance for six months.
Dr Bhusale said, "I will go to the High Court if I do not get justice at the tribunal." Dr Bhawani said he was not paid the suspension allowance for the first three months, but has been paid as per rule during the last two months. Even he has approached the tribunal against the suspension order.
Dr V R Buthada, dean, Sir J J Hospital, said Dr Bhusale should follow up his complaint with the medical college in Poona. He added that Dr Bhawani had not notified him of his grievance. He said that if Dr Bhawani met him he would look into the matter.
Deputy Commissioner of Police (EOW) Manoj Kumar Lohiya said that the chargesheet was ready but they were awaiting approval from the state Government before submitting the same since two of the arrested doctors came under the Class-I category of the state Government officers. He said the chargesheet would be filed in another month's time after the necessary permissions had been obtained.
