Louis John Salvi (36), alias Raju, a peon at the Receiving Centre for Beggars, was found out after the Maharashtra State Commission for Safai Karmacharis probed the beggar homes gigantic phone bill and found him guilty of misusing the telephone. Recover from salary
The commission ordered the beggars home to recover the money from Salvis salary. He earns Rs 4,000 a month, from which Rs 3,000 will be deducted for 42 months. The balance will be collected in 43 installments of Rs 469. Three-hour calls!
The inquiry committee found that most of the calls were made to numbers that started with 0900. They varied in duration from 24 minutes to three hours. The panel soon realised the calls were to sex chat lines, whose charges are equivalent to those of full-rate STD calls (the pulse rate is two seconds).
Salvi, however, claimed he was being made a scapegoat. He admitted that a few of his colleagues and him misused the phone lines in absence of the administrative officer but insisted he was not the only one.
He said, The inquiry was not fair. Those responsible for this should have been punished, not me. I am being made a scapegoat. Sex chat lines first appeared in April 1999.
They have 10-digit phone numbers that start with 0900.
Calls to these numbers carry premiums rates they are as expensive as full-rate STD calls.
