PIL against govt on security lapse

Questioning the security lapse that led to the recent terror attack in Mumbai, the Society of Indian Law Firms and a city-based lawyer, V P Patil, have filed two separate PILs in the Bombay High Court.

The petitions came up for hearing yesterday before the division bench of Chief Justice Bombay High Court Swatanter Kumar. The bench pointed out, "Please examine whether constitutional rights to life also cover right to live with safety and a sense of security."

The court has also issued notices to Maharashtra and Central governments asking them to file affidavits explaining the steps that were taken to prevent a terrorist attack and also those that will be taken in the future.

The PIL filed by Patil alleges that there was a systemic failure, which allowed terrorists to carry out their operations.

The other PIL has sought the setting up of a citizens' committee to tackle the menace of terrorism. The court has given the state and union governments two weeks to file their reply.
