Dial DIMTS for license

Delhi: In order to streamline the issuance of driving licenses in the city, the Delhi government has joined hands with the Delhi Integrated Multi Modal Transit System (DIMTS) to give smart card-based licenses.

So far, a private company had been undertaking the work but it received flak from all quarters after failing to issue licenses on time. There was a huge pile of pending cases and the government yesterday handed over the work to the DIMTS.
 
Huge backlog

MiD DAY had reported on June 11 that the government was contemplating to hand over the smart card project to some other company. Infact, the backlog was building up across all zonal transport authorities for years.

On an average approximately five lakh licenses are issued every year in Delhi.

"The government has decided to give this work to DIMTS for a period of ten years. There is a provision of capturing computerized photograph and ghost photograph, fingerprint impression, signature of applicant and other required data for the preparation of smart card based driving license," said Chief Minister Sheila Dikshit after a Cabinet meeting. 
 
Key details

"The system will be designed in such a manner that fingerprint for one-to-one matching and other details of the license holder will be used as key fields for verifying the particulars of the person," said Dikshit, adding that this will prevent duplication and fraud.

The system will have a graphic user interface and will ensure data integrity, shared access and security, reliability and retrieval of stored data and data consistency. 

Further Transport department also proposes to prepare a 'hot list' for impounded driving licenses. The entire information shall be available online to all the zonal offices.

Home delivered

Further more, driving licenses will be delivered to the applicant by courier. "It will ensure transparency and eliminate malpractices and middlemen and touts. It has also come to light that some unscrupulous elements furnish false and fabricated address proof or get licenses by impersonating by giving documents made in the wrong name," said Dikshit.
 
Official sources added that the new license would cost less than the ones being issued now. The new card will cost Rs 280 whereas the applicants had to pay Rs 370 for the earlier ones.
