IAS officer Gonal Bheemappa has allegedly violated a government rule when a job aspirant submitted a fake caste certificate to land a plum post in the women and child welfare department.
In 2005, Gonal Bheemappa, who was director of the women and child welfare department, reportedly appointed Niveditha as a probationary Class II officer despite the fact that some of her documents were not in order.
Niveditha is commercial tax officer Srinivas Murthy’s daughter. Murthy reportedly submitted fake caste certificates for himself, his wife Padmini and two daughters Niveditha and Janhavi in order to get cushy jobs.
Dr Rangaswamy, a kaniyar, from Mysore, said he reported Srinivas Murthy’s scam to the department of women and child welfare.
He said he had written to Bheemappa in 2005. “It’s really sad that the IAS officer did not take my complaint seriously,” he added.
According to government rules, Niveditha was required to submit a caste validity certificate from the urban deputy commissioner to the women and child welfare department. M A Sadiq, the DC, did not send the validity certificate after which Gonal Bheemappa reportedly wrote to him, vouching for the authenticity of Niveditha’s documents.
He reportedly said Niveditha’s caste certificate and school documents had been verified.
In a letter to his department, a copy of which is with MiD DAY, Bheemappa wrote, ‘It’s not necessary to have a validity certificate for declaration of probationary officer, and there is no connection between declaration of probationary and the caste controversy of Niveditha.’ Niveditha is now a Class II officer in the women and child welfare department.
‘Not my fault’
“The incident could have occurred because of the negligence of the officers concerned. I do not know what you are talking about,” Gonal Bheemappa told MiD DAY.
“It could have happened when I was director of the department of women and child welfare, but you can’t point fingers at me. I don’t know who did this.”
