450 doctors go on strike in protest against colleague's fracas with constable

A minor conflict between a police constable and doctor on Wednesday evening at Sassoon General hospital near Pune railway station over a petty reason escalated with both filing cross complaints against each other.
The Bund Garden police station has registered a complaint against Dr Karmasiba Bhutiya (28) and constable Shreekrishna Uttamrao Khokale (28).

Dr Sudhakar Pathare, Deputy Commissioner of police (Zone II) said, “At present we have registered both the complaints. We are probing the case as both the parties have given contradictory statements. We shall draw conclusions only after examining independent eye-witnesses.
Khokale, who is a constable at Samartha police station said, “I had brought one suspect for medical examination and was returning to the car. While I was moving out of ward number 14, Dr Bhutiya dashed against me. I just told him walk properly. To which Dr Bhutiya raised an alarm and abuse and slapped me. Later he called his other three colleagues and they too manhandled. They not only insulted me but also my uniform so much that the badge on my chest fell and buttons broke. They are now falsely implicating me."
Constable Shreekrishna Uttamrao Khokale has registered the case against Dr Karmasiba Bhutiya and three other doctors. All are booked under the relevant sections of Indian Penal Code consisting of punishment for voluntarily causing hurt (323), voluntarily causing hurt to deter public servant from his duty (332), assault or criminal force to deter public servant from discharge of his duty (353), intentional insult with intent to provoke breach of the peace (504), punishment for criminal intimidation (1) and an act done by them with common intention (34).
Dr Bhutiya is a resident doctor at the hospital and also final year student of Orthopedic. As per the statement given to police, "He was on night duty and was doing his routine check-up when he received an emergency call. He was in a rush when he accidentally dashed against Khokale. Infuriated, the constable abused him and called him blind. Dr Bhutiya countered saying that he is doctor and there is a medical emergency to be attended to. The constable then pulled him and started slapping him. He also threatened Bhutiya that he will have to bear the consequences and left."
The injured doctor Dr Karmaseba Bhutiya has registered First Information Report (FIR) with same police station against Constable Khokale and has booked him under relevant Indian Penal Code sections - voluntarily causing hurt by dangerous weapons or means (324), voluntarily causing hurt to deter public servant from his duty (332) and also assault or criminal force to deter public servant from discharge of his duty (353). The constable has been also booked under the relevant section under Maharashtra Medicare Service Person Act.
Dr Sagar Mundada, President of Central Maharashtra Association of Resident Doctor said, “We condemn the incident and demand stringent action against the constable. It’s been more than 12 hours since the incident and yet the constable is not arrested by police. This shows the lapses in the functioning of the police".
The doctors at the hospital condemn the incident and have demanded immediate arrest of the said constable. Around 450 doctors have gone on a strike as a mark of protest.
