What can I do to convince my boyfriend that we should go out of town for my birthday?

What can I do to convince my boyfriend that we should go out of town for my birthday? He says he simply doesn't have the time, but I think it would be great for both of us if he were to manage it.
Assuming you are both adults with at least some responsibilities to take care of, why not simply go when you both have the time? If he's isn't busy, why would he lie about taking you out on your birthday?

I wanted to surprise my boyfriend at his office, but found out he wasn't in when I showed up. The receptionist said he hadn't come in that day and, when I called, he didn't pick up his cell phone for over an hour. I asked him where he was, and he said he was busy at the office with a meeting. This was a blatant lie, but I didn't say anything. When I met him later that week, I told him I was at his office. He simply laughed and said he had another branch of his office, where he had been that whole day. I don't know whether or not to believe him. If he is lying to me about his whereabouts, is there something I should worry about?
If he says he has another office, it should be fairly easy to find out if that's true. Having said that, you need to try and evaluate why your boyfriend is lying, if he really is. Has he ever given you a reason to doubt his word before? If he hasn't, and this is all you have to suspect him, I would say this is mildly paranoid behaviour. Ask your friends if they think he would cheat on you. Tell him how you feel. Don't allow these molehills of doubt to fester and turn into mountains that eventually become hard to surmount. In simpler terms, you should both work on trusting each other more if you want this relationship to work.
