Though the education department has no power to penalise schools for not following their guidelines, education inspectors claim that they can send a show cause notice to the schools.

Ashok Bhagwat, Education inspector of Thane district, confirms, "Almost 90 per cent of the schools violate these rules while conducting school picnics."

These are some of rules cited by Bhagwat: Schools should transport students using public transport, the picnic spot should have historical or geographical significance and a written letter of permission should be obtained from students' parents for their wards to attend the picnic. He adds, "The incident (of drowning) involving the Koparkhairne School student is unfortunate, but it seems that the guidelines were violated. The management has to take action on whoever was responsible for this."

Suman Shinde, education inspector of south zone, says, "Every June, we hold a meeting with our south zone principals before the school term begins. Teachers be responsible for the students on a picnic and be held answerable if anything happens to them."

Parents, whose children study in the same school as Chirag Patel, have decided not to send their kids on any picnic henceforth after he drowned during the school picnicu00a0
