SC notice on plea seeking rape probe guidelines
The Supreme Court Monday issued notice to the central and state governments on a petition seeking framing of guidelines on registering and probing cases of sexual offences against women.
An apex court bench of Justice K S Radhakrishnan and Justice Dipak Misra issued notice on the petition filed by senior counsel Indu Malhotra and others.
The plea sought guidelines for victim compensation scheme, sentencing and maintaining a register of sexual offenders.
The other petitioners are Manju Dang, director, Dr Dangs Pathology Labs, Jyotsna Suri, CMD of Bharat Hotels Limited, Isha Khosla, clinical nutritionist and director, Whole Foods and veteran journalist Usha Rai.
The petition sought that on receipt of oral or written first information report of rape, police without any delay must take the victim to the nearest hospital, private or public, and special rooms should be set up in hospitals for victims to be examined and questioned in privacy.
The court guidelines should provide that after making preliminary inquiry, the investigation officer along with woman police take the victim for medical examination, the petition said.
