As global leadership mandates migrate into Indian GCCs, The VP Decision, Spexalink's free field guide, maps the six areas the Director-to-VP promotion actually turns on, and the two that have nothing to do with merit.
Across India's technology sector, a particular kind of leader is asking a particular kind of question. The function runs cleanly. The reviews are strong. Somewhere along the way, someone senior has said the words &ldquo;you're ready.&rdquo; And the title has not moved.
The question these leaders eventually ask is rarely &ldquo;what should I do.&rdquo; It is quieter than that. It is &ldquo;what am I missing.&rdquo;
The honest answer, in most cases, is that they are not missing anything they could see. They are missing the shape of a process nobody has described to them, at a moment when the answer has never mattered more. India now hosts 2,117 Global Capability Centers employing 2.36 million professionals, according to the Nasscom-Zinnov landscape report released in May 2026, and the leadership layer is moving with them. Global leadership roles based in India have grown at roughly 40 percent a year over the past five years, and 64 percent of GCC site leaders now hold dual mandates combining global functional ownership with running the center. The same research identifies the gap that comes with that growth: EY's GCC Pulse Report found that nearly 80 percent of centers still have fewer than one in ten of their leadership roles based in India, and industry surveys repeatedly cite a shortage of leaders equipped to navigate global matrix politics, influence headquarters stakeholders, and manage upward. More senior seats are opening in India than at any previous point. The directors positioned to fill them are frequently the ones least able to see how the decision is made.
A decision made by proxy
In most large organizations, a promotion from Director to Vice President is not decided in a performance review. It is decided in a talent review, often called a calibration meeting, which convenes once or twice a year. The room typically holds the candidate's skip-level manager, that manager's peers, a senior human resources partner, and often the CIO or CTO. On the table are performance and potential ratings, succession slates, and whatever the people present have to say about the candidate.
The candidate is not in the room. The candidate's case is, argued by whoever is willing to spend their own credibility on it, using whatever evidence has already reached them.
&ldquo;Most organizations promote high performers without redefining what success looks like in the new role,&rdquo; says Bill Tingle, a former enterprise Chief Information Officer, Chief Technology Officer, and Chief Information and Digital Officer who has guided technology leaders through this transition. &ldquo;No one sends a memo saying your mental model needs to change.&rdquo;
The result is a pattern many Indian technology directors will recognize. The work is excellent, the reviews are strong, and the title does not move. The feedback stays vague: &ldquo;Be more strategic.&rdquo; &ldquo;Your time will come.&rdquo; Leadership IQ's study of more than 20,000 new hires found that 89 percent of failures in new roles traced to attitudinal and interpersonal factors rather than technical skill, and the pattern is consistent with how calibration rooms weigh a case. By the time the discussion begins, the technical competence of everyone on the slate is assumed. What separates candidates is how their case reads to people who have never worked alongside them.
Two conditions that arrive before merit
A new field guide, <a href="https://www.spexalink.com/vp" target="_blank" rel="nofollow noopener">The VP Decision</a>, published by the executive transition firm <a href="https://www.spexalink.com/" target="_blank" rel="nofollow noopener">Spexalink</a>, attempts to write the process down. Its central claim is that six areas govern the outcome, and that two of them are not about the candidate at all.
The first is succession. A director whose function cannot operate without them is structurally difficult to promote, because moving them creates a problem the room then has to solve. This is rarely said aloud. What gets said is &ldquo;not yet,&rdquo; and the reason stays in the room.
The second is arithmetic. The organizational pyramid narrows by design, which means that at any given moment more directors are ready than there are seats to receive them. A vice president role has to exist, be created in a restructure, or be vacated, and the case has to land inside a decision window. A case that matures two months after the room convenes, the guide observes, waits ten months, and the waiting says nothing about the candidate.
The remaining four areas, the guide argues, are buildable: enterprise thinking, scope beyond the function, sponsorship and visibility in the deciding room, and the discipline of describing functional work in the language executives evaluate. The frameworks in the document are drawn primarily from Tingle's published leadership systems, developed across his enterprise CIO, CTO and CIDO seats and a practice that has included leaders at Meta, LinkedIn, Coinbase, Stripe and Deloitte, with contributions from Linda Cureton, the former Chief Information Officer at NASA who held four federal CIO seats across a 39-year career in United States government technology. Every framework is quoted verbatim. It closes with a self-scoring diagnostic.
&ldquo;The feedback these leaders receive is vague because the standard was never written down,&rdquo; says <a href="https://www.linkedin.com/in/ajaytambe/" target="_blank" rel="nofollow noopener">Ajay Tambe</a>, Spexalink's founder. &ldquo;So we wrote it down, in the words of people who sat on the deciding side of these rooms. A director who reads it once knows which of the six areas is holding their case, and whether either gate is closed on them right now.&rdquo;
What the map cannot do
Tambe is candid about the guide's limit. Four of the six areas, he says, a leader can assess for themselves. The fifth thing, how a case actually reads to a room of people the candidate has never worked for, cannot be seen from inside one's own seat. For that, the firm offers readers a complimentary case review with a bench veteran, preceded by a short intake call. Research by Egon Zehnder and Genesis Advisers, published in Harvard Business Review in 2017, found that executives who received structured integration support reached full performance in four months rather than six.

For the director with strong reviews and a static title, the shift it proposes is a small one with large consequences. The years spent waiting stop looking like a verdict. They start looking like a stage, and the room that could not be seen turns out to run on a schedule that can be prepared for.
