India and Pakistan exchange nuclear installations list despite frozen ties

Continuing an over three-decade practice, India and Pakistan on Thursday exchanged a list of their nuclear installations under a bilateral pact that prohibits the two sides from attacking each other’s atomic facilities. The exchange of the list came even as the ties between the two countries remain under deep freeze following four-day military hostilities last May. The list exchange took place under the provisions of an agreement on the prohibition of attack against nuclear installations and facilities, the Ministry of External Affairs (MEA) said. It was done simultaneously through diplomatic channels in New Delhi and Islamabad.  “India and Pakistan today exchanged, through diplomatic channels, simultaneously at New Delhi and Islamabad, the list of nuclear installations and facilities, covered under the agreement on the prohibition of attack against nuclear installations and facilities between India and Pakistan,” the MEA said. The agreement was signed on December 31, 1988, and came into force on January 27 1991. The pact mandates the two countries to inform each other of nuclear installations and facilities to be covered under the agreement on the first of January of every calendar year. “This is the 35th consecutive exchange of such lists between the two countries, the first one having taken place on 1 January 1992,” the MEA said in a brief statement.  This story has been sourced from a third party syndicated feed, agencies. Cigarettes, gutkha prices likely to rise as new excise and health cess kick in

The government has notified February 1 as the date from which additional excise duty on tobacco products, and a health cess on pan masala will be levied, replacing the existing GST compensation cess levy on such ‘sin goods’. A health and national security cess and excise duty on pan masala and tobacco products respectively will be over and above 40 per cent Goods and Services Tax (GST) rate, while in case of ‘biris’ it would be on top of the 18 per cent GST rate effective February 1, 2026, as per notifications issued by the Finance Ministry late on December 31, 2025. Cigarettes, depending on length and filter, will be taxed in the range of Rs 2050-Rs 8500 per 1000 sticks. A new MRP-based valuation mechanism has been introduced for tobacco products (chewing tobacco, filter khaini, jarda scented tobacco, gutkha) whereby GST value shall be determined based on the retail sale price declared on the package. An additional excise duty of 91 per cent on gutkha, 82 per cent on chewing tobacco, and 82 per cent on jarda scented tobacco will be levied. Centre’s tax revenues form part of the divisible pool, and 41 per cent of it is shared among the states. Besides, the health cess will be levied on the production capacity of pan masala manufacturing units. Part of the revenue from this cess will be shared with states through health awareness or other health-related schemes/activities. Currently, a 28 per cent GST and a compensation cess at varying rates are levied on all tobacco products, including pan masala, cigarettes, chewing tobacco, cigars, hookah, zarda, and scented tobacco. Meanwhile, the manufacturers of chewing tobacco, gutkha and similar products have been ordered to install a functional CCTV system from February 1, covering all packing machines and preserving the footage for at least 24 months, according to a government notification. Such manufacturers will also have to disclose to excise authorities the number of machines and their capacities, and can also claim abatement in excise duty in case a machine is non-functional for a minimum of 15 consecutive days, according to the Chewing Tobacco, Jarda Scented Tobacco and Gutkha Packing Machines (Capacity Determination and Collection of Duty) Rules notified by the Finance Ministry. The Rules will apply to manufacturers who pack such goods in pouches. “Those manufacturing in other forms [such as tins] have to pay the applicable duty on assessable value,” an FAQ released by the Ministry said. The incident occurred in the early hours of December 29, 2025, shortly after the prime accused was released on bail. The victim’s wife had recently lodged a police complaint against the main accused, Santosh Madhavrao Bendrikar, who was charged with allegedly molesting a neighbour, according to the PTI. Bendrikar was booked by the Naigaon police on December 22 and on December 28, after a week-long search, police arrested him in the Narsi area. The police said that on the early hours of December 29, Bendrikar was released on bail and returned to the village. A fresh case of attempt to murder has been registered under the relevant sections of the Bharatiya Nyaya Sanhita (BNS). Teenager trapped through Instagram, kidnapped; 4 held A 15-year-old Navi Mumbai boy was lured through a fake Instagram account and kidnapped for ransom by four young men before police moved swiftly and rescued him, an official said on Thursday, reported the PTI. According to police, the Class 10 student was befriended on Instagram by the accused, who posed as a young girl. Over time, they built an emotional connection with the boy, creating the impression of a romantic relationship and gaining his complete trust, according to the PTI. Using this facade, the accused invited him to meet at Nandivali in Kalyan (East) of Thane district. The boy reached the location in an app-based cab, said the official. BJP loyalists protest against party in Nashik for giving tickets to ‘outsiders'

Disgruntled Bharatiya Janata Party (BJP) loyalists in Nashik continued their protest on Thursday, expressing anger over the denial of civic poll tickets to long-time party members and their allotment to candidates who recently joined the party, news agency PTI reported. The protesters held demonstrations outside the BJP office at Nashik Road, shouting slogans against Member of Legislative Assembly (MLA) Rahul Dhikle. When city party president Sunil Kedar attempted to pacify the activists, they ‘gheraoed’ him, demanding explanations for being denied candidature for the Nashik Municipal Corporation (NMC) Elections. They questioned the basis on which others were granted poll tickets and accused the party of giving them false assurances. In a symbolic gesture, some protesters presented carrots to Kedar, highlighting their grievance over the party’s promises, PTI reported. Later, activists from Union Minister Ramdas Athawale’s Republican Party of India (Athawale) also arrived at the BJP office, raising slogans against the ruling Mahayuti alliance for allegedly sidelining their party during seat-sharing talks. Following these incidents, the BJP office was locked, and Kedar exited amid police protection. Security has been heightened around the office, and authorities said the situation is currently under control, PTI reported. The protests follow earlier incidents this week. On Wednesday, party loyalist Balasaheb Ghuge raised slogans against MLA Seema Hiray and even slapped himself in protest over being denied a ticket for Ward 29. On December 30, the final day to file nominations, angry party workers reportedly chased Kedar’s vehicle while he was distributing AB forms. Meanwhile, a total of 2,079 nominations have been declared valid for 122 seats across 31 wards of the Nashik civic body after scrutiny concluded late Wednesday night. Of the 2,356 nominations received, 277 were rejected for various reasons. The last date to withdraw nominations is January 2, with the final list of candidates scheduled for release on January 3. In the Malegaon Municipal Corporation (MMC), 808 nominations were received for 84 seats across 21 wards. Of these, 94 nominations were rejected, leaving 714 candidates in the fray. Nagpur civic polls: Long-time BJP workers rebel, to contest as independents after ticket denial Upset over being denied tickets by the BJP despite years of loyal service, several party workers have decided to contest the upcoming Nagpur Municipal Corporation (NMC) elections as independent candidates. The aspirants allege that the denial of tickets to long-standing party members in favour of turncoats or newcomers has sparked discontent among cadres, prompting resignations in the home turf of Chief Minister Devendra Fadnavis and Union Minister Nitin Gadkari. Elections to 29 civic bodies in Maharashtra, including Nagpur, are scheduled for January 15. The NMC has a total of 151 seats, with the BJP contesting 143 seats and supporting eight candidates from the Shiv Sena. Congress is contesting all 151 seats independently, while Ajit Pawar’s NCP is fielding candidates in over 90 seats. Among those rebelling is Vinayak Dehankar, a long-time BJP worker and husband of former mayor Archana Dehankar, who was denied a ticket from Ward 17. He has resigned from the party and will contest as an independent. However, his wife opposed his move, stating she would campaign solely for BJP candidates. The couple’s disagreement even led her to temporarily move to her brother’s residence to “avoid disputes.” "In order to avoid any more disputes at home, I decided to go to my brother's house for a few days. This is not a family dispute, but an ideological fight," she said. Similarly, in Ward 16 (D), around 80 BJP workers along with ward president Gajanan Nishitkar resigned after the latter was denied ticket by the party. Another seasoned local leader of the BJP and a six-time corporator, Sunil Agrawal, is also fighting the upcoming election as an independent candidate after being denied a ticket from Ward 14, which went to a woman candidate. Meanwhile, Ninad Dixit, a young entrepreneur and sportsman with strong RSS roots, is in the fray as an independent from Ward 22, located in Mahal area, which also houses the Sangh headquarters. DGCA issues notice to Air India crew over safety and compliance lapses

India’s aviation regulator, Directorate General of Civil Aviation (DGCA), on Thursday issued a show-cause notice to the Air India cockpit crew for operating multiple flights between Delhi and Tokyo, news agency IANS reported. In its notice, the regulator stated that Air India is operating multiple flights despite being aware of safety and compliance lapses and sought a response in two weeks.  The notice pertains to operations of flight AI-357 from Delhi to Tokyo and AI-358 from Tokyo to Delhi, IANS reported.  “The Minimum Equipment List (MEL) applicable to the aircraft was incompatible,” the DGCA notice said.  Air India is yet to reply to the notice, which further mentioned that this was not an isolated incident and that similar issues had been detected in other sectors in the past. The aviation regulator has also asked the pilots to explain why action should not be initiated against them under the Aircraft Rules and Civil Aviation Requirements (CAR). In November 2025, following an engine shutdown on Air India’s Delhi-Mumbai flight, DGCA had called for a probe into the incident. The Mumbai-bound Air India B777-300ER aircraft returned to Delhi shortly after take-off due to a technical issue and landed safely in the national capital.  “The AIC 887 (Delhi-Mumbai) was involved in an air turnback, as during flap retraction after take-off, the flight crew observed low engine oil pressure on Engine No. 2 (right-hand engine),” DGCA mentioned. Soon after the take-off, the engine oil pressure dropped to zero. Following the procedure, the crew shut down the No 2 engine, and the aircraft landed safely at Delhi, it added. The DGCA, while highlighting the issues, noted that “the inspection/rectification is in progress”. The regulator further said, “The incident would be investigated by the Permanent Investigation Board of the Airline under the supervision of Director Air Safety (NR), DGCA”.  Dense fog leads to 128 flight cancellations at Delhi airport Flight and train operations across several parts of the country were severely affected last week due to dense fog, leaving thousands of passengers stranded.  A total of 128 flights, including 64 arrivals and 64 departures, were cancelled at airport. Additionally, eight flights were diverted, while more than 30 flights were delayed due to poor visibility conditions. (With inputs from IANS)
