The Bombay High Court today said "escalated development" in the city is leading to severe traffic congestion, and asked the Maharashtra government and the civic body BMC to take steps to improve the situation. A division bench of justices N H Patil and N W Sambre was hearing a batch of public interest litigations on the issue of traffic woes in the city.

"Escalated development in the past five years has resulted in heavy traffic congestion in the city. This situation needs to be curbed," the court said. Some urgent measures are required, it said. The Brihanumbai Municipal Corporation (BMC) should study newer ways of providing parking facility so that parked vehicles do not occupy the space on roads, the judges said.

"Look into multi-level parking facilities..., underground parking. If there can be a Metro underground, then why not parking," Justice Patil asked. "Technology has developed a lot. The traffic department and all other authorities concerned should work with this technology," he said.

Advocate General Ashutosh Kumbhkoni said the government has planned certain measures such as not allowing parking of heavy vehicles on roads, clearing hawkers and other encroachers from outside the railway stations, requesting parents to send children to school by school bus, if available and not ferry them by private vehicles. "The traffic police have also been asked not to stop vehicles violating traffic rules on main roads during peak hours. The violator will be sent an e-challan (fine demand) later," Kumbhkoni said.

The court posted the matter for further hearing after two weeks.
