India-US economic relations appear to be entering a new phase, moving beyond traditional diplomatic engagement in New Delhi to the states and industries where bilateral cooperation takes tangible form. US Ambassador Sergio Gor’s recent outreach across India reflects this changing approach. In Hyderabad, Sergio Gor visited the Tata-Lockheed Martin Aerostructures facility, which manufactures components for the C-130J Super Hercules, while also engaging with representatives from defence manufacturing, semiconductors, pharmaceuticals, and technology. Simultaneously, the long-negotiated India-US trade agreement appears to be nearing completion, with Gor indicating that most of the deal has been agreed upon in principle and that the remaining work largely concerns legal and technical details.
The growing importance of state-level engagement reflects the increasingly decentralised nature of India's economic growth. While foreign policy and international trade negotiations remain the responsibility of the Union government, states play an important role in determining where foreign investment ultimately takes shape. Maharashtra offers a strong financial and industrial base, Karnataka offers a vibrant startup and technology ecosystem, and Telangana has established strengths in pharmaceuticals, technology, and aerospace. Gor's recent outreach to different state governments and businesses therefore goes beyond diplomatic symbolism. As the competition among Indian states for global capital increases, their infrastructure, industrial ecosystems, skilled workforces, and regulatory environments are becoming important components of India's wider economic diplomacy. New Delhi and Washington may set the direction of India-US economic ties, but states will play a significant role in determining how effectively this relationship translates into investment on the ground.
