Moscow Film Cluster offers Indian filmmakers world-class studios, 45 Percentage rebate incentives, and full production support for large-scale films.
Moscow Film Cluster
Over the past two years, Moscow has significantly increased its visibility and accessibility to the Indian film industry. What was once a distant and unfamiliar location has now become a practical production hub, combining full-service infrastructure, financial incentives, and streamlined administrative support. Moscow Film Cluster, coordinated by Moskino, serves as a single point of contact for Indian producers seeking to execute large-scale projects efficiently.
Integrated Production Infrastructure
Moscow Film Cluster provides Indian filmmakers with a fully integrated production ecosystem, consolidating all key resources under a single management framework.
Film City spans over 350 hectares of outdoor sets, ranging from historic Russian streets to European-style neighborhoods and modern urban environments, allowing multi-genre productions to be shot entirely within a controlled perimeter.

Film City’s backlots

Film Factory comprises 18 shooting pavilions spread across a 22-hectare campus, including 28 production and office buildings. The site features LED and water stages, with XOVP, the largest virtual production facility in Russia, serving as the anchor resident, providing full-cycle virtual production services for large-scale and technologically complex projects.

Gorky Film Studio, recently expanded with a state-of-the-art 56,000 sq.m complex, features advanced shooting pavilions, post-production suites, viewing rooms, and supporting infrastructure, complemented by a vast archive of over 200,000 costumes and props suitable for historical, contemporary, or period productions.

Film Commission simplifies permitting, street closures, and on-location coordination, minimizing operational risks for international crews.
Cinema Chain, with its 17 venues across the city, is a direct channel to Russian audiences, providing a platform for India films to find a new home. It ensures domestic screenings, festival exposure, and promotion of international releases.
Complementing this infrastructure, the cluster offers a combined rebate of up to 45percentage on eligible production costs, making Moscow an efficient and financially attractive destination for Indian productions.
Together, these elements allow producers to manage the full production cycle seamlessly-from location scouting and principal photography to post-production and theatrical screenings-all within a single, well-coordinated ecosystem.
Rebate Program and Current Case: Smash
In 2025, Moscow Film Cluster launched a combined rebate program of up to 45percentage on eligible production costs to attract international projects. The program provides:
- 30percentage cash rebate on qualifying expenses
- Up to 15percentage in-kind discounts on local services such as equipment rental, accommodation, and group catering
The sports drama Smash, co-produced by Smena & WISH Media (Russia) and Kartina Entertainment (India), is the first Indian project to fully utilize this rebate. The co-production agreement was signed during Moscow International Film Week 2025, with filming scheduled for March 2026 in Moscow. By leveraging cluster facilities, Smash illustrates how Indian producers can combine financial incentives with full access to Moscow’s production infrastructure.
Financial Advantages
Moscow benefits from established financial mechanisms that facilitate collaboration between Russian and Indian film productions. Indian producers can make payments in rubles or rupees, reducing currency conversion costs and easing cross-border transactions. Corporate accounts support smooth settlement of expenses for equipment, services, and personnel, while letters of credit in rupees allow Indian suppliers to receive payments locally with deferred options. Transactions can often be completed within a single business day, providing speed and predictability. Combined with the 45percentage rebate program, these measures strengthen the Moscow–India production connection and create a cost-efficient, low-risk environment for Indian projects in the city.
Conclusion
Moscow Film Cluster represents a strategically attractive, fully integrated, and financially transparent destination for Indian filmmakers. With world-class studios, extensive backlots, high-tech virtual production capabilities, film commission, and robust financial and rebate incentives, Moscow enables Indian producers to execute large-scale, multi-genre projects efficiently.
In addition, Moscow hosts the Moscow International Film Week at the end of August, which allows Indian filmmakers to explore the cluster’s infrastructure and production capabilities firsthand. The city also organizes the Culture. Media.Digital forum, regularly attended by Indian industry representatives. In 2025, Jio Creative Labs participated in the forum; Moskino has since signed a partnership agreement with them (November 2025), and they produced an episode of the show 2 Match Fan highlighting Moscow.
Moskino also maintains a consistent presence at Indian industry events: it acted as a Destination Partner at FICCI FRAMES 2025 in October, and now participates in IIFTC 2026, demonstrating Moscow’s strong commitment to developing long-term ties with Indian filmmakers.
