State&rsquo;s mid-sea Shivaji memorial project may face hurdles, with the BMC and BEST saying they can&rsquo;t lay underwater pipelines and cables due to lack of expertise. They want the work to be given to other agencies.

&ldquo;So far, the BMC has hardly done any work like the Shivaji memorial, where we will be the sole agency for daily water supply. If a separate agency is roped in for the work, we can supply water,&rdquo; a civic official said.
A BEST engineer said, &ldquo;When the issue of power supply comes up, we will tell that BEST does not have the expertise... There are agencies who can construct the ducts. Then we can lay our cables and supply power.&rdquo;
