J&K LG establishes special cell for terror victims, orders reopening of buried cases

He also directed officials to reopen deliberately suppressed terror cases, noting that justice was denied to these victims for decades before 2019

In a significant move to support families affected by terrorism and ensure accountability, a special cell and a toll-free number will be established in the secretariat of the Jammu and Kashmir Lieutenant Governor. These initiatives aim to address the concerns of terror victims' families and work towards bringing culprits to justice, reported news agency PTI. 

During a high-level meeting on Tuesday, Lieutenant Governor Manoj Sinha also directed deputy commissioners and Senior Superintendents of Police (SSPs) to reopen terror cases that were "deliberately" suppressed. This development follows Sinha's recent meeting with family members of Kashmiri civilians killed in terror attacks, where he stated that justice had been denied to victims of terrorism for decades before 2019.


"Special Cell to be established in LG Secretariat to address concerns of families. A similar cell to be set up in Chief Secretary's office. Every possible assistance would be provided to terror victim families & culprits roaming free for many decades will be brought to justice," Sinha posted on his official X handle.



He further announced that a toll-free number would also be notified to provide assistance to these families.

The Lieutenant Governor chaired the meeting specifically to discuss issues concerning victim families whose loved ones were brutally killed by Pakistan-backed terrorists. "Directed DCs & SSPs to reopen cases which were deliberately buried & file an FIR and ensure jobs are provided to NoKs (next of kin) on priority," Sinha stated.

Furthermore, he directed deputy commissioners and senior superintendents of police to free property and land that had been unlawfully seized by terrorists or their sympathisers. "DCs and SSPs to free terror victim families' property & land grabbed by terrorists or their sympathisers. I've directed the officers to identify those elements from terror ecosystem who were involved in killing of Common Kashmiris and currently working in Govt Departments," he added.

On Sunday, Sinha had met some of these victim families in Srinagar, assuring them that justice would be served in their cases. "Today met family members of Kashmiri Civilians who were brutally killed by Pakistan-backed terrorists. For decades, they were marginalised & their voices were not heard. Justice was denied. Their pain was ignored, their stories untold, and the truth deliberately suppressed," Sinha said on Sunday.

He had previously highlighted the shocking disparity where "before 2019 terrorists' funeral processions were allowed while thousands of common Kashmiris killed by terrorists, remained forgotten & unacknowledged."
