A Delhi court has reserved its order on framing of charges under stringent Maharashtra Control of Organised Crimes Act (MCOCA) against underworld don Babloo Srivastava and his aide Fazl-ur-Rehman for allegedly running organised crime syndicate in the national capital. 
"Put up for orders on framing of charges on September 19," Additional Sessions Judge JR Aryan, on the conclusion of arguments in the case, said. 
Justifying lodging of Babloo and Rehman under MCOCA, police alleged they were involved in more than 40 cases pertaining to murder, attempt to murder, kidnapping for ransom, extortion and other offences punishable under TADA and Arms Act in different parts of the country. 
DB Goswami, appearing for Babloo, argued "the accused has wrongly been booked under the MCOCA as there has to be at least two FIRs against him for invoking the stringent Act and sadly, this is not the case here." 
"There was only one previous FIR lodged against him and the instant FIR under the MCOCA was lodged following an inordinate delay in 2006," the defence counsel submitted. 
Babloo was extradited from Singapore in 1995 for his involvement in five criminal cases. It was alleged that the accused were running crime syndicate here during 1983-1997.
Rehman, a resident of Darbhanga in Bihar who is presently lodged at Tihar jail here, was arrested from near Indo-Nepal border in 2006. Police have claimed that Rehman ran his crime syndicate from his base in Dubai and was associated with Babloo during the mentioned period.
