Typhoon Ragasa has wreaked massive destruction across Taiwan, southern China, and Hong Kong. At least 14 people died in Taiwan after a barrier lake overflowed, unleashing a wall of water in Hualien County. Nearly two million people were evacuated from southern Chinese megacities as hurricane-force winds, landslides, and flooding paralyzed the region.
