New Jersey Governor Phil Murphy has declared a State of Emergency after torrential rains triggered flash floods across the state of New Jersey. Rainfall rates reached 2 inches per hour, causing water rescues, flooded streets, and major disruptions to NJ Transit and NYC subways.
