Indian National Congress Chairperson and Congress Leader Sonia Gandhi while speaking over the Women’s Reservation Bill in parliament supported the passing of the bill and said it was an emotional moment for herself. But, further, she said, they are also concerned at the same time as women have been waiting for a long period and demanded the bill should be implemented with immediate effect. Former PM Manmohan Singh came to the Parliament to participate in the crucial Rajya Sabha session on August 07. The Government of National Capital Territory of Delhi (Amendment) Bill, 2023 was being discussed. 90-year-old former PM Manmohan Singh was seen sitting on a wheelchair in the Parliament. The Congress party has issued a three-line whip for its MPs, urging them to be present in the Rajya Sabha. Home Minister Amit Shah moved the GNCT of Delhi (Amendment) Bill, 2023, for passage in the House. The Bill was passed after a division in which 131 MPs voted in favour of the legislation and 102 against it. The Opposition members moved a resolution disapproving the ordinance brought by the government in May this year. The bill empowers the Central Government to make rules in connection with the affairs of the Government of the NCT of Delhi. Amit Shah also lashed out at Congress, reminding that the government was not making amendments to impose “Emergency”.

A parliamentary party meeting of the Bharatiya Janata Party (BJP) began on July 25 morning to chalk out the strategy for the Monsoon Session of the Lok Sabha. Prime Minister Narendra Modi, Defence Minister Rajnath Singh, and Railway Minister Ashwani Vaishanaw among others were seen arriving for the meeting that began at 9:30 am. The meeting had been convened to discuss crucial organizational matters with party MPs. Both Lok Sabha and Rajya Sabha were adjourned on July 24 amidst uproarious scenes with the Opposition demanding a statement by the prime minister on the violence in Manipur. The first two days of last week's monsoon session saw a similar ruckus leading to nearly zero functioning of Parliament.
