As a part of the ‘Break The Chain’ plan, the Maharashtra government has announced new guidelines for essential, non-essential services in all the cities and districts based on their levels

The Maharashtra government on June 4 announced its latest set of guidelines as a part of the unlock plan in the state, which will come into effect on June 7.
The detailed five-level plan, which has taken into consideration the Covid-19 positivity rate and bed occupancy will see restrictions based on districts and cities falling in different levels

The state government has divided the areas under five different levels for the purpose of better administration of rules by local officials.
While those which come under 'Level 1' will have the least number of restrictions, those which come under ‘Level 5’ will have lockdown like restrictions to curb the spread of the virus.
Here’s what you need to know about the new ‘unlock’ rules in state:
Mumbai
Since Mumbai has a positivity rate of 5.5 per cent, it will fall under Level 3.
What is allowed
-Shops which come under the essential services will be allowed to function only till 4 pm on all days.
-Shops which come under the non-essential services will be allowed to function only till 4 pm on weekdays.
-All restaurants will be open for dining till 4 pm only on weekdays. After 4 pm, only parcel/takeaway and home delivery will be allowed.
-Local trains will be open only for medical services, few essential services and women.
-All public places including open grounds, for walking and cycling will be open from 5am to 9am on all days.
-All private offices, except those in exemption category, will be allowed to function till 4 pm on working days.
-All government offices and private offices (if allowed) will be allowed to function at 50 per cent attendance.
-All sports activities outdoors will be allowed from 5am to 9am and 6pm to 9pm.
-All kinds of film shooting will be allowed within the bubble and no movement beyond 5 pm.
-All social, cultural and entertainment gatherings will be allowed at 50 per cent capacity till 4 pm on weekdays.
-All marriages will be allowed to host only 50 people, only 20 people will be allowed at funerals.
-All meetings and elections of local bodies and cooperative bodies will be held at 50 per cent.
-All construction can be carried out with on-site labourers only or they must leave by 4pm.
-All agricultural activities to be conducted till 4 pm on all days.
-All e-commerce items and services will be allowed to be delivered regularly on all days.
-Jamav bandi to be allowed only till 5 pm on all days but there will be Sanchar bandi after 5pm.
-All gyms, salons, spas and wellness centres will be allowed to operate till 4 pm at 50 per cent capacity, only based on appointments and without air-conditioning.
-Public transport like buses to be operated at 100 per cent capacity but no standing allowed in the vehicle.
-Cargo movement with a maximum number of three people will be allowed regularly on all days.
-Inter-district travel for passengers through private cars, taxis, buses and long-distance trains will be allowed regularly except while moving or stopping at a Level 5, wherein passenger e-pass is a must.
-All export manufacturing units including MSMEs that need to fulfil export obligation will be allowed to function regularly.
What is not allowed
-There should be minimum movement after 5 pm on weekdays.
-There should be minimum movement on the weekends.
-All malls/theatres including multiplexes and single screens, and natyagruhas will be closed.
Rest of Maharashtra
What is allowed
-All those districts which are under Level 1 and Level 2 shall be allowed to operate their essential and non-essential shops normally. While those under Level 1 will be allowed to open their malls/theatres including multiplexes and single screens, and natyagruhas fully, those which are under Level 2 will be allowed to operate at 50 per cent.
-All those districts which come under Level 4 will be available for essential services on all days till 4 pm and those under Level 5 will be able to get essential services till 4 pm only weekdays as weekends will be reserved only for medical supplies.
-All restaurants will be allowed to operate will full occupancy in Level 1 category and 50 per cent in Level 2 for dining in. For Level 4, only parcel, takeaway and home delivery while only the latter will be allowed for Level 5.
-Local trains will be allowed on a regular basis in Level 1, however, it will only be allowed for medical, essential services, exemption category and women in Level 2. - All public places including open grounds, for walking and cycling will be open regularly in Level 1 and Level 2 and will be open between 5am to 9am on weekdays for Level 4.
-All private offices will be allowed to operate fully in Level 1 and Level 2 but will be limited to the exemption category in Level 4 and Level 5.
- All government offices and private offices (if allowed) will be allowed to function at full attendance in Level 1 and Level 2, and at 25 and 15 per cent respectively in Level 4 and Level 5.
- -All sports activities outdoors will be allowed regularly in Level 1 and between 5 am to 9 am in Level 2, along with 5 pm to 9 pm for indoor games; outdoor games will be on the whole day for the same level. In Level 4, it will be allowed between 5 am to 9 am outdoors only on weekdays.
- All kinds of film shooting will be allowed in Level 1 and Level 2 regularly. In Level 4, it can be carried out in the bubble without any crowd scenes.
- All social, cultural and entertainment gatherings will be allowed regularly in Level 1 and only at 50 per cent in Level 2.
-All marriages will be allowed in Level 1, and 50 per cent capacity in Level 2, with a maximum of 100 people. Only 25 people will be allowed in Level 4 and only family will be allowed in Level 5. For funerals, regular attendance will be allowed in Level 1 and Level 2 but only 20 people each in Level 4 and Level 5.
-All meetings and elections of local bodies and cooperative bodies will be regular in Level 1 but only held at 50 per cent for Level 2 and 4. The meetings for Level 5 should be held online.
-All construction can be carried out regularly in Level 1 and Level 2. For Level 4, it is limited to only on-site labourers and Level 5 will be only for essential construction.
-All agricultural activities to be regular in Level 1 and Level 2, and only conducted till 4 pm on weekdays for Level 4 and Level 5.
-All e-commerce items and services will be allowed to be delivered regularly in Level 1 and 2 but limited to essentials in Level 4 and 5.
-Moving around in groups to be allowed in Level 1 but there will be Jamav bandi in Level 2 and Sanchar bandi in Level 4 and Level 5.
-While all gyms, salons, spas and wellness centres will be allowed to operate regularly in Level 1, only 50 per cent on appointment basis will be allowed in Level 2. For Level 4, it will be allowed till 4 pm at 50 per cent capacity and only based on appointments without air-conditioning and only vaccinated customers.
-Public transport like buses to operated regularly in Level 1. For Level 2, 100 per cent will be allowed but no standing in the vehicle. For Level 4 and Level 5, 50 per cent will be allowed but no standing.
-Cargo movement with a maximum number of three people will be allowed regularly in Level 1, 2 and 4 but e-pass will be required for Level 5.
- For Level 1, Level 2 and Level 4, inter-district travel for passengers through private cars, taxis, buses and long-distance trains will be allowed regularly except while moving or stopping at a Level 5, wherein passenger e-pass is a must. For Level 5, movement will be allowed only with e-pass and for medical emergency or to perform essential service
-All export manufacturing units including MSMEs that need to fulfil export obligation will be allowed to function regularly for Level 1 and Level 2. However, for Level 4, it will be allowed with 50 per cent staff and transport bubble. For Level 5, it will be allowed with 50 per cent staff and isolation bubble.
What is not allowed
-All shops which deal with non-essential items will not be allowed to operate at all in Level 4 and Level 5 until further notice.
-All malls/theatres including multiplexes and single screens, and natyagruhas will be closed in Level 4 and Level 5 until further notice.
-Regular travel will not be allowed for the public in local trains as it will only be limited for medical personnel and few essential services in Level 4 and only for medical personnel in Level 5.
- All public places including open grounds, for walking and cycling will be closed in Level 4 on weekends and in Level 5 completely.
-In Level 4, sports activities will not be allowed on the weekends and will be shut completely for Level 5.
-In Level 4, film shooting and movement will not be allowed after 5 pm and no movement outside throughout on weekends. It will be completely shut in Level 5.
- No social, cultural and entertainment gatherings will be allowed in Level 4 and Level 5 areas.
- All gyms, salons, spas and wellness centres will not be allowed to operate in Level 5.
