The Mumbai Crime Branch, along with medical officers from the Brihanmumbai Municipal Corporation (BMC), has nabbed five men for allegedly practising medicine without the required qualifications and licences, officials said on Friday.
According to the police, Mumbai Crime Branch's Units 6 and 8 conducted raids at five clinics in Mumbai. Four of the clinics were located in the Zakir Hussain Nagar-Deonar area, while the fifth was in Naupada-Bandra East.
The accused were examining patients, providing treatment and supplying medicines despite allegedly not having valid authority to practise medicine.
The action followed information received by Crime Branch officials about people allegedly practising medicine without recognised medical qualifications.
Teams from Crime Branch Units 6 and 8, accompanied by BMC medical officers, subsequently raided the clinics and checked the credentials of the people treating patients.
Police said the clinics appeared to operate like regular neighbourhood medical centres, with boards displaying the title "Dr", medical qualifications and, in some cases, registration details.
At Ayesha Clinic in Govandi, the board identified Dr Mehmood Alam as B.H.M.S. (Mumbai) and displayed additional qualifications and a registration number.
At Gayatri Clinic, also in Govandi, the board identified Dr A.K. Dubey as a B.H.M.S. family physician and listed separate morning and evening consultation hours.
However, police allege that the men running the clinics did not possess the recognised medical qualifications or licences required to practise medicine.
The Crime Branch also alleged that the accused were not registered with the Maharashtra Medical Council, despite treating patients for various ailments.
Police said more serious allegations emerged during the raid on a clinic in Bandra East operated by Mohammed Aftab Shaukat Khan, 56.
The clinic was raided at around 9.30 pm, when four patients were reportedly waiting for treatment.
During verification, Khan allegedly told the police that he had studied only up to Class 12 and did not hold a recognised medical qualification.
Police said Khan produced medical certificates purportedly issued by the Maharashtra Council of Indian Medicine and the All India Ayurveda Vidyapeeth. Investigators suspect that the documents may be forged.
According to the police, Khan was allegedly treating patients despite not having a recognised medical qualification. He was also allegedly administering injections and using a nebuliser.
The raid team seized medical equipment, including a blood-pressure monitor, stethoscope, blood-sugar testing machine, nebuliser, pulse oximeter and syringes, along with medicines.
The Crime Branch identified the five accused as Sagheer Ahmed Abdul Majid Hashmi, 39, (Dr Sagir Clinic), Akhilesh Kumar Devendra Kumar Dubey, 47, (Gayatri Clinic), Mehmood Alam Mohammed Sharif Sheikh, 36, (Ayesha Clinic), Keshav Prasad Kuddur Patel, 56, (Patel Clinic), Mohammed Aftab Shaukat Khan, 56, (Aftab Khan Clinic).
During the operation, police seized medicines and medical material worth Rs 1,19,324.
The seized material included various injection bottles, syringes, antibiotic tablets and other medicines and medical supplies.
Police allege that the accused were treating patients for different ailments and providing medicines despite having no valid authority to practise medicine.
Cases have been registered against the accused at Deonar Police Station and Nirmal Nagar Police Station, police said.
The operation was conducted under the guidance of Mumbai Police Commissioner Deven Bharti, Joint Commissioner of Police (Crime) Anil Kumbhare, Additional Commissioner of Police (Crime) Krishnakant Upadhyay, DCP (Detection-1) Navnath Dhawale, and ACPs Dharmapal Bansode and Sadanand Rane.
Crime Branch Unit 6 was led by PI Bharat Ghone, while Unit 8 was headed by PI Ganesh Mali. The teams included officers and personnel from both units.
