Vehicle owners in Maharashtra who have not yet installed High Security Registration Plates (HSRP) on vehicles registered before April 1, 2019, have only one day left to comply. The deadline ends on Tuesday, June 30, after which strict action will be taken from Wednesday, July 1.

The Maharashtra government has made HSRP mandatory for all vehicles registered before April 1, 2019, with enforcement set to begin from July 1. Vehicle owners failing to comply with the directive could face penalties of up to Rs 1,000 under the Motor Vehicles Act.

According to the Maharashtra Transport Department, from July 1 onwards, police and transport officials will initiate stringent action under the Motor Vehicles Act against vehicles without HSRP. Additionally, several important services at Regional Transport Offices (RTOs) will be withheld for non-compliant vehicles.

These services include vehicle ownership transfer, change of address, hypothecation endorsement or termination, re-registration, vehicle alterations and permit renewals. However, the condition will not apply to the renewal of a vehicle's fitness certificate.

The government has provided temporary relief to vehicle owners who have already booked an official HSRP installation appointment by June 30. Such vehicle owners will be exempt from penal action from July 1 while awaiting installation.

The state has divided the HSRP implementation into three zones and appointed authorised agencies for the rollout.

Here's what vehicle owners need to know about HSRP installation

Rosmerta Technologies Ltd has been assigned Zone 1, Real Industries Ltd will oversee Zone 2, while FTA HSRP Solutions Pvt Ltd will handle Zone 3.

The government has fixed the official HSRP installation charges (excluding GST, including fitment charges) at Rs 450 for two-wheelers, Rs 500 for three-wheelers, and Rs 745 for light motor vehicles as well as medium and heavy commercial vehicles.

The enforcement drive will be carried out under Rule 50 of the Central Motor Vehicles Rules, 1989, and Section 177 of the Motor Vehicles Act. Action may be taken jointly or independently by the police and the Transport Department.

Transport Department Joint Commissioner Shailesh Kamat has also appealed to all government and semi-government offices to ensure that vehicles under their control are fitted with HSRPs before the June 30 deadline.

The Maharashtra government had earlier extended the HSRP installation deadline to June 30, 2026, after reviewing the pace of implementation and considering the inconvenience faced by vehicle owners.
