Payne wrote the script with his longtime collaborator Jim Taylor and has been trying to make the movie since 2009, reports hollywoodreporter.com
The story tells of a man, down on his luck, who decides he can have a better life if he undergoes a process to shrink himself.
The project is not financed at this stage. Payne, Taylor and Jim Burke are producing.
Meanwhile, Damon is about to begin shooting 'The Martian', Ridley Scott's adaptation of the novel by Andy Weir.
