The Mumbai Metropolitan Region Development Authority (MMRDA) on Thursday launched a new digital platform called the Right to Services (RTS) portal to make public services quicker, easier, and more transparent for citizens.

In an official statement, the MMRDA said that the Right to Services (RTS) Portal is a unified digital platform providing seamless access to 15 essential urban services. Envisioned under the visionary leadership of Maharashtra Chief Minister Devendra Fadnavis and Deputy Chief Minister & MMRDA Chairman Eknath Shinde, this platform marks a transformative shift in service delivery across the Mumbai Metropolitan Region (MMR).


CM Fadnavis said, "The launch of MMRDA’s RTS Portal is a landmark reform in urban governance, transforming how services are delivered across the Mumbai Metropolitan Region. This is our commitment towards providing services on fingertips to eliminate bureaucratic delays and enabling 24/7 access to approvals and services, we are delivering governance at the speed of trust. This digital leap reflects the Government of Maharashtra’s commitment to smart, transparent, and citizen-first governance. It is a vital step toward building a future-ready Maharashtra, efficient, inclusive, and empowered by technology."



Quick and easy access to services

Citizens can now apply for services, track their status in real-time, and get updates via SMS or email -- all without visiting government offices. This especially helps people living in remote areas, saving time and making processes simpler.

The portal provides services from key departments including: Social Development Cell, Lands & Estate Cell, Metro Project Implementation Unit, Rental Housing Division, Urban Design, Deputy Registrar

- Real-time tracking using Application ID

- Fast approvals through automated systems

- Secure login with Aadhaar or PAN-based verification

Following the launch of the portal, deputy CM Eknath Shinde who is also the Chairman of MMRDA said, "The launch of the RTS Portal marks a transformative step in our commitment to good governance and citizen-centric service delivery.Through the MMRDA’s efforts and the Government of Maharashtra’s vision, we are digitizing key processes to ensure faster approvals, greater transparency, and reduced bureaucracy. This initiative strengthens public trust and promotes inclusive urban development by streamlining coordination across departments and bringing governance closer to the people."

Department Highlights

Social Development Cell: Helps Project Affected Persons (PAPs) get housing and documents through a secure system.

Lands & Estate Cell: Manages NOCs for land use, mortgages, and ads in Special Planning Areas.

Metro PIU: Provides construction-related NOCs near metro corridors via a fast online process.

Rental Housing: Offers services like layout approvals and NOCs for construction and occupancy under the Rental Housing Scheme.

Urban Design: Speeds up NOC approvals for public space and urban improvement projects.

Deputy Registrar: Makes it easier for housing societies to update their bye-laws digitally.

At the launch, Dr. Sanjay Mukherjee, Metropolitan Commissioner, MMRDA said, “The launch of the RTS Portal marks a transformative milestone in MMRDA’s journey toward seamless, transparent, and citizen-focused governance.
