New Delhi: Buoyed by government retreating on the land ordinance, Congress President Sonia Gandhi on Tuesday attacked Prime Minister Narendra Modi saying he has been 'reduced to unedifying flip flops' and most of his poll promises were nothing more than 'hawabaazi' (empty talk).
