The 9th Jagran conclave was inaugurated by PM Narendra Modi. Speaking at the event, Modi stated that public participation is needed to strengthen democracy. The PM added that development needs to be made public movement. 

“Everyone must feel he or she is working for India's progress. The first thing is to have faith in the people and their strengths. This becomes 'Lok Shakti,” he said while addressing the Jagran Forum in Delhi. He further stated that voting should not be limited only to democracy.
