The bandh was called by the Federation of Kannada organisations led by Nagaraj to protest the directions of the Cauvery Water Regulation Committee (CWRC) and the Cauvery Water Management Authority (CWMA) to release water to Tamil Nadu

The disease was detected after samples collected from the unit were tested at the National Institute for High Security Animal Diseases laboratory in Bhopal
