The circle officer from Thane collector&rsquo;s office responsible for assessing the damages of the Dombivli chemical factory blasts, who arrived drunk at a residential complex on May 26, was booked by Manpada police on Monday.

The cops who were waiting for the chemical analysis report of circle officer Kamlakar Patil, registered a case against him under Section 85 (drunk and disorderly behaviour) of the Prohibition Act.
On May 26, Patil and four talatis from the Thane collector&rsquo;s office, were sent to survey the extent of damage caused by the explosions to houses in the area. On May 29, mid-day had reported that they allegedly arrived drunk at a residential complex in Ganesh Nagar in Dombivli and refused to even step out of their car to do the audit and abused worried locals who sought answers on the relief and rehabilitation process.
When the locals realised that the officials &mdash; circle officer Kamlakar Patil and the four talatis &mdash; were drunk, they called out their unprofessional behaviour and handed them over to the Manpada police.
&ldquo;Few locals found that Patil was drunk and that instead of helping the residents, he was arguing and misbehaving with them. They then brought him to the police station and forced us to register a case. We sent him for a medical test and as soon as we received the chemical analysis report, which proved that he was under the influence of alcohol, we registered a case against him,&rdquo; said a senior police officer from Manpada police station.
