The Bombay High Court on Wednesday warned that if authorities fail to act against those who disrupt normal life during 'bandh' (general strikes) as per the court's directives in 2004, they will face action for contempt of court. 
In 2004, High Court had fined Shiv Sena and BJP for destruction of property and disruption of life during a bandh called by the two parties. 
The guidelines contemplate, among other things, issuing a notice to the organisation calling for the 'bandh' and that it must not resort to violent means to enforce it and, it will be responsible for the destruction of property during the shutdown. 
Guidelines also make it mandatory for police to video-record incidents of violence during 'bandh', so that the guilty could be identified easily. 
Disposing of a PIL filed by Satara-based advocate Varsha Deshpande on illegal 'bandhs' in Phaltan area of district in 2007, division bench of Justices Bilal Nazki and VK Tahilramani today warned that if these guidelines were not implemented, the concerned district collector, police commissioner or police superintendent will have to face action for causing contempt of the court.
