With enforcement on High Security Registration Plates set to begin soon, Maharashtra still has millions of vehicles without the mandatory plates despite over 1 crore bookings already recorded. Officials say fines between Rs 1000 and Rs 10,000 will be imposed on non-compliant vehicles, as Mumbai alone accounts for nearly 18 lakh vehicles still without HSRP.
