Vijay Kumar has officially taken charge as the new General Manager of Central Railway. He succeeded Dharam Veer Meena, who retired on September 30, 2025, officials said on Wednesday.

Kumar is a senior officer from the Indian Railway Service of Mechanical Engineers (IRSME), 1988 batch.

Before joining Central Railway, Vijay Kumar served as the General Manager at Chittaranjan Locomotive Works (CLW), where he led the organisation to achieve a historic milestone -- producing 700 world-class locomotives in the financial year 2024-25. This was the highest-ever production in the history of CLW, an official statement said.

In the current financial year (2025-26), CLW has already dispatched 417 locomotives in the first six months, working towards an ambitious target of 777, it said.

With over 35 years of service in Indian Railways, Kumar has held important posts across several zones and departments including Northern Railway, North Western Railway, Railway Board, and RDSO (Research Designs and Standards Organisation). At the Railway Board, he was involved in speed trials of the Spanish Talgo trains and oversaw semi-high-speed rail corridors like the Golden Quadrilateral, the statement said.

He also worked with the National High Speed Rail Corporation Limited (NHSRCL) for five years, focusing on rolling stock for India’s bullet train projects.

Vijay Kumar holds a B.Tech in Mechanical Engineering from Punjab Engineering College, Chandigarh. He has undergone advanced management training in Singapore, Malaysia, and India. He has travelled to more than 20 countries for railway-related work, helping to bring modern technology to Indian Railways, it further said.

Over his career, he has received several awards, including the prestigious Railway Minister’s Award three times -- for improving locomotive reliability and for contributions to Rajbhasha (official language use). He has also received awards from the Railway Board and RDSO for innovative technical work and performance improvements.
