On the eve of the 54th Maharashtra Day &ndash; May 1 &ndash; which is celebrated world over as Labour Day, a video footage reveals the state government's apathy towards casual labourers.

The video shows a man, presumably a casual labourer, doing some maintenance work on the sixth floor parapet of the Mantralaya building without any safety gear, putting his life at great risk.
And what is more shocking is that the entire incident took place at the Maharashtra state secretariat, which is the administrative headquarters of the state government.
