A week ago the wife of an IPS official, who lives in HUDCO Place near Asiad Village in south Delhi, was combing her hair on the balcony of her apartment.

Suddenly she noticed a man in a rather indecent position. She was reportedly shocked as the man undressed and began sexually stimulating himself. A senior police official wishing anonymity said that the man, who is an army officer, was intentionally conducting vulgar acts and was showing it to the IPS official's wife.u00a0u00a0

"He did not stop when the lady asked him to go away. The accused then deliberately started showing her his performance and he allegedly took his trousers off. The harassed woman finally decided to approach the police. She made a call on PCR," said the police source on the condition of anonymity.

"Ek aadmi abhadra harkat kar raha hai (a man is committing vulgar acts) at HUDCO Place," said the source, quoting the PCR call.

Caught in the act
Police personnel arrived within minutes at the spot. They caught the man in the same condition with his pants down and handed him over to the local police. Cops were planning to file an FIR against him when the accused started making strange noises inside the police station. He then shocked even the cops with his unnatural behaviour. Police officials suspected he might have been doing all this to avoid prosecution.

The wife of the accused came running to the police station a few minutes later. She showed the cops some documents and claimed that her husband was mentally unstable and thus couldn't be held responsible for his actions.

Cops were in dilemma now on how to proceed with the case. Finally they called the IPS officer to discuss the matter. "The husband of the complainant asked us not to pursue the matter further. He asked us about the accused. Police narrated to the IPS that the accused's wife was claiming he was mentally unstable. The officer then asked us neither to file an FIR nor to make a DD entry," said the police source.u00a0 The accused was then set free by the cops.u00a0u00a0

In denial?
Meanwhile, speaking with this reporter, senior cops of the police station denied the sequence of events.
"HUDCO Place is a high-profile area with mostly IAS, IPS, IRF officials residing here.

Your source might have cooked up the story. The person against whom cops were called in is a working army official. How can he do such things? A PCR call was indeed made by the IPS officer's wife but she was mistaken," said a senior police official.

Set in train

A Lance Nayak of the Army was arrested last week for allegedly misbehaving with a woman passenger in an AC-III coach of New Delhi-bound 2505 North-East Express.
According to sources the woman who was travelling to New Delhi from Guwahati, was occupying berth no 64 in B-1 AC coach of the North-East Express. A Lance Nayak rank Army officer, Sohan Lal, started drinking wine once night fell and the train passed out of Kishanganj station.
The armyman, in an inebriated state, also mouthed some slangs. When the woman sitting on the opposite berth took exception to his objectionable behaviour, the inebriated Armyman allegedly used filthy words about her and later allegedly tried to molest her. The woman s relative was also roughed up when he intervened and tried to restrict the Armyman. At the hullabaloo, fellow passengers as well as the TTE and other rail staff reached there.
Katihar RPF Commandant Rakesh Kumar Mishra on Wednesday said the errant Armyman was forced to board off the coach when the North-East Express chugged in at Katihar railway junction under the North-East Frontier Railways around midnight.
