The Election Commission on Sunday asserted that Special Intensive Revision (SIR) of electoral rolls in Bihar was “being implemented smoothly at the ground level” and “there is no change in instructions”. The EC on June 24 issued instructions to carry out an SIR in Bihar, apparently to weed out ineligible names and ensure only eligible citizens are included in the electoral roll. The 2025 Bihar Assembly election is scheduled to be held in October or November for all 243 constituencies.
In a statement here, the EC made it clear that while voters were required to “submit their documents anytime before July 25, 2025”, those who failed to do so would get an opportunity “during the Claims & Objections period also”. The EC also urged people to “beware of statements being made by a few persons, who without reading the SIR order dated 24 June 2025.... are attempting to confuse the public with their incorrect and misleading statements”.
The clarification comes in the wake of several social media posts about an EC advertisement published in a newspaper claiming “now only forms are to be filled. There is no need to submit documents”. Earlier on Saturday, the ECI informed that 1.04 crore or 13.19 per cent enumeration forms have been collected after those were filled or verified by voters. The state has 7.96 crore registered voters and nearly 94 per cent forms have been distributed. On Sunday, it said, more than 13 per cent have been collected back.
Congress, TMC against SIR
Congress president Mallikarjun Kharge accused the BJP of conspiring to deprive the people of Bihar of their voter rights through the SIR of electoral rolls and said the voters of the state would teach the saffron party a lesson for its attack on democracy and the Constitution. He alleged that “when people rise, BJP backtracks”.
Meanwhile, TMC MP Mahua Moitra has moved the Supreme Court challenging ECI’s order for SIR of electoral rolls. In her plea, Moitra said she seeks setting aside of the order dated June 24 under which the SIR is being conducted in alleged violation of various provisions of the Constitution.
