Refusing to grant exemption from personal hearing to Maharashtra Navanirman Sena chief Raj Thackeray and spokesperson Shirish Parkar, a Delhi court Friday issued non-bailable warrants against them on a complaint of making "hate speeches" against the people of Bihar.
