<p>The Delhi Disaster Management Authority (DDMA) had in a meeting last month decided to stop levying the penalty after September 30 amid a decline in <a href="https://www.mid-day.com/search/Covid_19-all" target="_blank" rel="none noopener">Covid-19</a> cases in the national capital.</p>
