The <a href="https://www.mid-day.com/news/india-news/article/sir-row-supreme-court-issues-notice-to-election-commission-on-rahul-gandhis-plea-23655338" target="_blank" rel="none noopener">Election Commission of India (ECI)</a> on Thursday announced the annual Special Summary Revision (SSR) of electoral rolls in six states and Union Territories, with the draft voter lists scheduled to be published on November 30, reported the PTI.
The exercise will cover Arunachal Pradesh, Odisha, Mizoram, Sikkim, Chandigarh, Dadra and Nagar Haveli, and Daman and Diu.
The revision aims to ensure that all eligible citizens are included in the electoral rolls, particularly young and first-time voters. It will also allow advance applications from those who will turn 18 and become eligible to vote on April 1, July 1 and October 1, 2027, the news agency reported.
The final electoral rolls will be published on January 21, 2027.
<h2>Advance applications for young and first-time voters</h2>
The Election Commission said the revision exercise would provide an opportunity for <a href="https://www.mid-day.com/news/india-news/article/election-commission-row-supreme-court-says-it-neither-approved-nor-rejected-modified-form-6-for-voter-registration-23654672" target="_blank" rel="none noopener">eligible citizens to enrol as voters</a> and update their details in the electoral rolls.
Young people who will attain the age of 18 on April 1, July 1 or October 1, 2027, can submit advance applications for enrolment.
The exercise is intended to improve the accuracy and inclusiveness of electoral rolls by ensuring that eligible voters are not left out.
<h2>EC tightens verification of voter deletions</h2>
According to the PTI, the Election Commission has introduced specific safeguards to prevent wrongful deletion of names from electoral rolls.
Applications seeking deletion of repeated or multiple entries will have to undergo field verification.
Electoral Registration Officers (EROs) will also be required to personally cross-check deletion requests in two situations:
- When proposed deletions exceed two per cent of the total electors at a polling station.
- When the same objector submits more than five objections.
These measures are aimed at ensuring that <a href="https://www.mid-day.com/news/india-news/article/sir-row-supreme-court-to-examine-ecs-form-6-clarification-for-delhi-voters-omitted-from-draft-electoral-rolls-23658460" target="_blank" rel="none noopener">genuine voters</a> are not removed from the electoral rolls through incorrect or excessive objections.
<h2>Aadhaar submission remains voluntary</h2>
The Commission stated that providing Aadhaar details in Forms 6 and 8 will remain voluntary.
An application for voter enrolment cannot be rejected, and an existing entry cannot be deleted, merely because an applicant or elector has not furnished Aadhaar details, as per the PTI.
The clarification is intended to ensure that the absence of Aadhaar information does not prevent eligible citizens from exercising their right to enrol as voters.
<h2>SSR already announced in 17 states</h2>
On October 15, the Election Commission announced the Special Summary Revision exercise in 17 states, including poll-bound Uttar Pradesh, Uttarakhand, Manipur, Goa and Punjab, reported the PTI.
In a first, the EC had also decided to share electoral rolls with political parties in a readable PDF format instead of image files.
The move is intended to make <a href="https://www.mid-day.com/news/india-news/article/congress-alleges-sir-conspiracy-by-pm-modi-amit-shah-and-cec-gyanesh-kumar-to-deprive-indians-of-voting-rights-23657582" target="_blank" rel="none noopener">electoral rolls</a> easier to access, read and examine.
The Election Commission has directed the chief secretaries of the respective states and Union Territories to ensure that adequate manpower and resources are made available for the revision exercise.
The authorities will be responsible for providing the necessary administrative support to ensure that the voter roll revision is completed within the prescribed schedule.
