<p>Prime Minister Narendra Modi on Sunday congratulated West Bengal and Kerala Chief Ministers Mamata Banerjee and Pinarayi Vijayan. Modi also congratulated Dravida Munnetra Kazhagam (DMK) Chief M.K. Stalin.</p>
